Now that the Labour Advisory Board has

been set up I find it still more difficult to

understand precisely what its intended functions

are. It is, in fact exclusively representative

of European employers of labour including the

As oberted, it is certainly not fitted

to act as a Conciliation Board.

It is not even

a completely representative Employers' Federation

and in any case I do not think it desirable that

the Government should join any such Feaeration

as it should preserve some appearance of

impartiality in labour disputes. If the organisa- tion is intended to be a sort of embryo mergency Committee to cope with strikes, disorders etc.

It does not seem to be very well suited for that

purpose.

I should be inclined therefore to acknow

ledge this and say that the Secretary of State

is not very clear about the intenued functions

of the new organisation and add something on

the lines of the above.
